COMMODORE CARLOS L AGUSTIN AFP (RET)
President, NationalDefenseCollege of the Philippines
A native of Manila, Commodore Carlos L Agustin
graduated from the US Naval Academy in Annapolis, MD in 1960.
He served in various positions in the Navy,
including command of 5 naval vessels operating in Northern
Luzon, the Visayas and Mindanao including command of 3 Task
Groups in Mindanao, Visayas and Eastern Luzon.
He studied Management Engineering in St.
Louis University and much later obtained his MBA degree from
Ateneo University in 1978. Other courses taken up were: Weapons
Systems Engineering at the US Naval Postgraduate School Monterey,
CA 1967-1969; National Security Management from ICAF CCC,
NDU in 1971 and Naval Command and Staff Course at the Royal
Naval College, Greenwich, UK in 1975.
He served in various categories in several
positions and commands in the Armed Forces of the Philippines,
including positions as Defense Attaché in Washington,
DC, Chief of Personnel of the Armed Forces at General HQ and
Commandant of the Philippine Coast Guard (1990-93) after which
he was retired from the service.
Concurrently as Coast Guard Commandant, he
was nominated and served three 2-year terms as Philippine
representative to the Board of Governors of the World Maritime
University in Malmo, Sweden from 1992 to 1997.
Upon retirement from the AFP in 1993, Commodore
Agustin was appointed General Manager, Philippine Ports Authority,
where he served for 5 years. He was also appointed concurrently
as the first Administrator of the Cagayan Economic Zone Authority
in 1995. President Fidel V Ramos awarded him the Presidential
Merit Medal in 1997.
Commodore Agustin is credited for having
caused the separation of the PCG from the AFP, which was realized
through a Presidential Executive Order in 1996, 2 years after
he retired.
He was Chairman, Board of Directors of the
Philippine Military Academy Alumni Association from 2002-04
and received a Presidential citation at Baguio City from President
Gloria Macapagal Arroyo on February 14, 2004 for his role
in helping out during the Oakwood Mutiny of July 27, 2003.
He is the current Chairman, PMA Foundation, Inc.

Appointed President, National Defense College of the Philippines
(NDCP) on 15 Oct 2001, he currently holds the distinction
of being one of the five Philippine Experts and Eminent Persons
in the ASEAN Regional Forum (ARF EEP).
Commodore Agustin is the founding and current
Chairman and President of the Maritime League and is Editorial
Board Chairman and publisher of its bi-monthly publication,
The Maritime Review

Commodore Francisco L Tolin, MNSA obtained
his B.A. in Political Science at the Foundation University,
Dumaguete City, Negros Oriental, Philippines in 1956-1960
and his early military education from the Naval Education
and Training Command. To further hone his career, he was sent
to take up a Staff Planning Course at LETFAC, Naval Amphibious
Base. Coronado, California,USA. He then took up his command
and general staff course at the Escuela de Guerra Naval in
Madrid, Spain. He likewise proceeded to the Naval Post Graduate
School in Monterey, California where he finished the course
on Defense Resource Management.
Commodore Tolin is also an alumnus of the
National Defense College of the Philippines having earned
his Master in National Security Administration (MNSA) degree
in 1989. He served the Philippine Coast Guard as Deputy Commandant
from 1989-1991. His last active military service was his assignment
as the Commander of Naval District III. In his 34 years in
the Navy, he has been captain to several Navy ships.
He also served as the Assistant General
Manager for Operations of the Philippine Ports Authority (PPA).
As a private individual, Commodore Tolin served as the Vice
President for Operations of the HERMA Shipping and Transport
Corporation.
During his active military service, he
has received numerous awards and decorations, among them are
the Distinguished Service Star Medal, the Gold Cross Medal
and various military merit medals and citations.

Dr Nestor N. Pilar graduated from the University
of the Philippines Bachelor of Arts (Major in English) in
1961. Took up his Master of Public Administration University
of the Philippines in 1969 and Doctor of Public Administration
University of Southern California in 1975.
He is a Professor of Public Administration at the National
College of Public Administration and Governance of University
of the Philippines. His professional experience is exceptional
being the Director of Graduate Program, Director of Local
Government Center and Director of Center for Policy and Administrative
Development of NCPAG, UP Between 1975 and 1991.
He was the Dean of the UP College Manila
from 1978-1984. Chairman of the UP Management Education Council
from 1991 to 1992. Chairman, Board of Trustees of the Philippine
Social Science Council from 1998-1999
Aside from being Vice President for Academic
Affairs, National Defense College of the Philippines, he is
also the Chairman of Local Government Development Foundation
Dr Pilar’s core competencies are

Commodore Mariano Sontillanosa is the Vice
President for Research and Special Studies at the National
Defense College of the Philippines. An alumnus of the NDCP
(RC 30), he got his Bachelor of Science Degree in Education
from the West Visayas State University and his Masters Degree
in Business Management from the Philippine Christian University.
Commodore Sontillanosa has an extensive
professional experience in maritime administration as an officer
of the Philippine Navy and Philippine Coast Guard. These experiences
include being an instructor on maritime administration, maritime
law enforcement, and international law. He was formerly the
Chief of Staff of the Naval Reserve Command of the Philippine
Navy, where he had direct supervision and control over the
naval reserve training officer corps in more than seventy
(70) colleges and university all over the country.
He received the Distinguished Service Star
(DSS) medal three times for handling vital positions at the
naval forces northern Luzon, ready force and service force
of the Philippine fleet. He was also awarded the Miilitary
Merit Medal as logistics officers of Sea lift and Amphibious
Command (SAC) for revolutionizing the supply system by ensuring
the availability and accuracy of supplies and equipment for
the Philippine Navy ships.
His expertise in military diplomacy was
recognized when he was designated as Ccommander of the Philippine
Navy forces during the conduct of several rp-us joint militray
exercises balikatan and exercise carat.

A graduate of the Master of Public Administration
course of the University of the Philippines (1974) and a holder
of Master of Military Art and Science degree from the United
States Army Command and General Staff College, Fort Leavenworth,
Kansas, USA (1984), BGen Fredelino S Bautista, AFP (Ret),
joined the National Defense College of the Philippines on
16 January 2004. He was designated as Vice President for Administrative
Affairs.
He began his commissioned service on 20
March 1966 after graduating from the Philippine Military Academy
and joined the Philippine Army as a Second Lieutenant in the
Infantry. From his initial assignment as a platoon leader/company
commander in the 36th BCT in the Second Military Area, Philippine
Army, he joined the Philippine Civic Action Group, Vietnam,
and experienced overseas field duty from 1968-1969.
From then on, he went through the various
duties and assignments required for a well-rounded military
career. As a company-grade officer, he was an instructor of
the School for Combat Arms at the then Philippine Army School
Center (1969-1971); Section Chief, OJ2, AFP (1971-1973), and
G5, Training and Doctrines Command (1974-1976). Moving on
to the senior ranks, he served as Deputy and Ex-O, G1, PA
(1977-1983); Commander, 12th Infantry Battalion, 3rd Infantry
Division, PA (1984-1986); Chief of Staff, 4ID, PA (1986-1988);
Army Comptroller, PA (1988-1990); Commander, 102nd Infantry
Brigade, 1st Infantry Division, PA (1990-1992) and 202nd Brigade,
2nd Infantry Division, PA (1992-1994); and Army Chief of Staff
(1994-1996). He also finished the following required career
courses – Special Company Operation Course, Infantry
Officer Basic Course, Intelligence Officer Advanced Course,
and Command and General Staff Course (USA).
Although a military
professional by heart, he has nevertheless gained insights
and experience in the civilian corporate world. He served
as a Trustee of the AFPRSBS, Trustee of the AFPMBAI, and Vice
Chairman of the Fort Bonifacio Golf and Country Club. At present,
he is a Trustee and Vice President of the PMA Foundation,
Inc., Trustee of the PMAAA Educational Trust Fund, Trustee
and Vice President of the Heritage Research and Development
Foundation, Inc., and President of the PVAO Educational Trust
Fund, Inc.
