The National Defense College of the Philippines Academic Board successfully conducted the Visioning Exercise and Curriculum Review at the NDCP Honor Hall, Camp Emilio Aguinaldo, Quezon City on March 27-28 2008.
During the two-day Curriculum Review various important issues on subject matter content and methodology of the Master of National Security Administration (MNSA) Course were discussed. The review covered the various dimensions of National Security: the Military, Economic, Socio-Cultural, Political, Environmental, Science and Technology, the integrating course National Security Management, and tool courses Policy Science and Research Methodology. Agreements on curricular revisions were conveyed to the President, NDCP subsequently for submission to the Secretary of National Defense.

USEC ANTONIO C SANTOS JR is the Course Director of the National Security Management Course, MNSA Program of the National Defense College of the Philippines. He is currently the Undersecretary for Defense Affairs (USDA) of the Department of National Defense. Prior to his appointment, he was the Undersecretary of Defense for Policy, Planning and Special Concerns; Undersecretary for Operations and Head Executive Assistant to the Secretary of National Defense. Additionally, he was given functional supervision of the National Defense College of the Philippines (NDCP). He assists the SND in Defense and International Policies, Maritime Security and Coast Watch South and in the Multi-Year Capability Assessment, Planning and Execution System (MYCAPES). Usec Santos is a member of the Strategic Studies Group (SSG) of the National Defense College of the Philippines.

COMMODORE FRANCISCO L TOLIN is the Executive Vice President of the National Defense College of the Philippines. He is concurrently designated as the Dean of Students of the Master in National Security Administration Program. Two years prior to his designation, the Secretary of National Defense appointed him Vice President for Research and Special Studies of NDCP. Commodore Tolin is an outstanding alumnus who earned his MNSA Degree in 1989. For many years, he served the Philippine Coast Guard as Deputy Commandant and was later assigned as Commander of Naval District III. In his 34 years of distinguished service in the navy, he commanded several ships and Task Forces in Southern Mindanao and Palawan Seas. Upon his retirement, he served as a Marine Consultant of DENR after which he served as the Assistant General Manager for Operations of the Philippine Ports Authority (PPA). Commodore Tolin is the Chairman of the Strategic Studies Group (SSG) of the National Defense College of the Philippines.

DR NESTOR N PILAR is the Vice President for Academic Affairs of the National Defense College of the Philippines. He is the Course Director of the Policy Science module of the MNSA Program. Prior to his appointment at NDCP, he held various directorial positions at the U.P. National College of Public Administration and Governance with major functions of teaching, training, research and management of academic programs. Later, he became Dean of the University of the Philippines, College of Manila. His expertise on curriculum design is very notable particularly on Management Programs offering degrees in educational management and public administration. Dr Pilar held consultancies on various governmental agencies such as the Office of the President, Department of Foreign Affairs, Supreme Court, UP Law Center and Popcom. He is currently the Chairman of the Academic Board and member of the Strategic Studies Group (SSG) of the National Defense College of the Philippines.

BRIGADIER GENERAL FREDELINO S BAUTISTA AFP (Ret) has been the Vice President for Administrative Affairs, NDCP since 16 January 2004. He is also the Course Director of the Military Module of the Master in National Security Administration Program and in this capacity, a member of the Academic Board. During the last ten years of his active service in the military, BGen Bautista held various key positions. Among these were: Chief of Staff, Philippine Army; Commander, 202 Bde, 2ID, PA and 102 Bde, 1ID, PA; Chief of Staff, 4ID, PA; Commander, 12IB, 3ID, PA; Comptroller (G6), PA; and Deputy Chief of Personnel (Dep G1), PA. He is a Fellow of the Strategic Studies Group which is composed of eminent scholars and former military professionals whose task is to provide inputs to DND in security and defense planning, and policy formulation.

DR FLORIAN A ALBURO is a professor of Economics at the School of Economics, University of the Philippines. He is an Adjunct Fellow at the Institute for International Policy, University of Washington. For three years, he was the Regional Director of the Asia Program, International Center for Economic Growth at San Francisco, California, USA. His expertise has given him opportunities to be hired as Consultant, Team Leader and Project Manager on various research studies sponsored by international organizations such as ADB, JICA and UNESCAP. Research topics include: Trade Facilitation, FDI Flows, WTO, APEC Liberalization, Globalization and ASEAN Economic Cooperation. DR REALIDED SANTICO ROLDA is a Fulbright Grantee and retired Professor of Anthropology, University of the Philippines. She specializes in Social Anthropology particularly on urban slum communities and the Filipino family. For her various researches, she has received grants from the United Nations Environmental Program and Southeast Asian Studies of Singapore. She authored a book entitled Anthropology and Sociology: An Introduction to Philippine Society and Culture, a textbook used by different colleges and universities nationwide. She also wrote several articles in Anthropology published both internationally and locally. Presently, she is the Consultant and Course Director of the Socio-Cultural Dimension of National Security at the National Defense College of the Philippines.

AMBASSADOR ROSARIO GONZALEZ-MANALO is the Module Director of the National and International Political Dimension of the MNSA Program of the National Defense College of the Philippines. She is a retired diplomat who served in various capacities during her 40-years of diplomatic career, among them: Director General of the ASEAN-Philippines, Secretary-General for UNESCO National Commission of the Philippines and as Philippine Ambassador to the United Kingdom of Sweden, Norway, Denmark, Finland, Estonia, Latvia, Lithuania, France, Portugal, Belgium, Luxembourg and to the European Economic Community (EEC) and UNESCO, in Paris. She has been sent as Special Envoy in various bilateral negotiations such as UN, APEC, EC, ASEAN, Feleac and to Latin American countries. She is well noted for her role in drafting the ASEAN Charter. Currently, Ambassador Manalo lectures in various academic institutions on subjects as Consular and Diplomatic Affairs, Public Relations, International Relations and World Politics. She is a Fellow of the Strategic Studies Group (SSG) of the National Defense College of the Philippines, Department of National Defense, and is a lecturer of the Foreign Service Institute, DFA. DR ANTONIO F MATIAS is Assistant Vice President for Academic Affairs and Professor I. His recent research (dissertation) and publication is entitled “The Non-traditional Military Operations of AFP Reservists for Peace and Security.” Prior to his assignment to NDCP, he was the Executive Officer at the Office of the Deputy Chief of Staff for Communication, Electronics and Information Systems, J6, GHQ, AFP. He was also Head, Strategy and Policy Department; Head, Doctrine Development Department and Commander, Headquarters Service Group at the AFP Command and General Staff College. DR ILUMINADA G ESPINO is a seasoned educator, research, training and development consultant and institutional manager. She has a wealth of experience in the areas of strategic planning, organizational development, institution building, curriculum development and training of trainors. Presently, she is the Co-Course Director for Research Methods of the Master in National Security Administration (MNSA) Program. She used to be the Head of the Research Department of the National Defense College of the Philippines where she obtained her MNSA Degree with highest honors (AcademicExcellence and Best Thesis Award). She had been the Dean of Graduate Studies of the Technological University of the Philippines. She served as President of the National Research Council of the Philippines and Secretary of the Science and Technology Coordinating Council. She was Undersecretary of the Department of Science and Technology. She served as Director of the Institute of Statistics, UNESCO and the Board of Science Council of Asia. She was Associate Professor of Law in the University of the Philippines and Fellow of the Development Academy of the Philippines. She has written articles and papers on science and technology policy, gender, intellectual property rights and public administration which were published in professional and international journals.
ELIZABETH R VENTURA

DR ELIZABETH R VENTURA is, at present, Professor of Psychology and Chairperson of the UP Department of Psychology. She has served as Temporary Adviser to both WHO and UNICEF in connection with developing research agendas in Italy, Geneva and Fiji. She has served UP as Dean of the College of Social Sciences and Philosophy and before that as Director of the Office of Admissions. She has served as President of the Philippine Association for the Gifted, Chairperson of the Social Science Division of the National Research Council of the Philippines. At present, she is President of the Pi Gamma Mu International Social Science Honor Society and is a member of the Philippine Health Research Ethics Board. Her research and publications are in the areas of developmental psychology, health psychology, psychological measurement and assessment. She has been recognized by the National Research Council of the Philippines for her researches through the NRCP Achievement Award (2007). The Psychological Association of the Philippines as Outstanding Psychologist (2002) and the Samahan sa Sikolohiyang Pilipino for her pioneering work in health Psychology and Child Psychology (1983).
