The National Defense College of the Philippines (NDCP) attended the Track II Network of ASEAN Defence and Security Institutions (NADI) Workshop on “ASEAN Defense Cooperation on Dealing with Climate Change”. It was held from 22 to 25 July 2019 in Ha Long, Vietnam.
Mr Manmar C Francisco, Senior Defense Research Officer, represented the College.
The Institute for Defence Strategy (IDS) of the Ministry of National Defence of Vietnam hosted the Workshop.
NADI is an academic platform for dialogue among defense and security think tanks in Southeast Asia focusing on defense and security issues. Participants to NADI fora exchange views on current and emerging issues.
During the Workshop, representatives shared experiences on how climate change had taken a toll on the economy, food supply, water sufficiency, and human security of their respective countries.
The Workshop took note of the diversity of perspectives with regard to how each country should deal with the deleterious impacts of climate change on national and regional security.
Participants also exchanged views on the role of the defense establishments in responding to climate-induced disasters and the various forms of regional cooperation that countries can initiate in order to mitigate the impacts of climate change in Southeast Asia.
The NDCP and the AFP Office for Strategic Studies and Strategy Management (OSSSM) are the country’s representatives to the NADI.
As part of its international defense and security engagements, the NDCP, in partnership with OSSSM, will host a NADI Workshop in November 2019 on ASEAN defense diplomacy.
In 2017, the NDCP and OSSSM hosted a NADI Meeting, Workshop, and Retreat, which coincided with the Philippine chairmanship of ASEAN. “Marine Environmental Protection” was the theme of the 2017 Workshop.
