For the second time, the Philippine Navy (PN), in partnership with the National Defense College of the Philippines (NDCP), held a three-day Strategic Planning Seminar on 29 to 31 March 2017.
A total of 38 PN officers and civilian personnel attended the seminar which was held at the NDCP Honor Hall.
The said seminar aimed to train PN’s new pool of planners as it prepares to review its strategy map, Strategic Sail Plan 2020. The PN is set to craft a new vision and strategy for 2028 and beyond.
NDCP President Rear Admiral (Ret) Roberto Q Estioko PhD MNSA said, “I am glad and humbled that PN has entrusted the NDCP in designing and conducting the seminar that would equip our naval officers and staff the proper tools in their quest to steer the PN organization to its next waypoint.”
PN’s Flag-Officer-in-Command (FOIC) Vice Admiral Ronald Joseph S Mercado AFP told the participants in his remarks, “To be part of Philippine Navy’s history is both a privilege and a responsibility. We are not only crafting a document, rather we are crafting a better future for our Navy.”
The FOIC’s message was delivered by Vice Commander Rear Admiral Rafael G Mariano AFP.
The speakers and facilitators of the seminar were Prof Charithie B Joaquin, NDCP’s Chief of the Academic Affairs Division and Prof Michael Eric L Castillo of the National College of Public Administration and Governance (NCPAG) of the University of the Philippines (UP).
Undersecretary Vicente M Agdamag, Deputy Director General of the National Security Council Secretariat, was also invited to discuss the new National Security Policy 2017-2022.
The first PN Seminar on Strategic Planning was held in 7 – 9 December 2016 at the NDCP.
The NDCP is the government’s highest center for education, training and research on defense and national security.
