Usec David Graces Groundbreaking Ceremony

DND Undersecretary for Policy Ricardo David led the groundbreaking ceremony for the construction of the new library and student dormitory on 23 February 2017 at the NDCP grounds.

The new library and student dormitory are NDCP’s latest milestone project initiated with support from its alumna Sen Loren Legarda who belongs to the 27th Regular Class (RC) of the Master in National Security Administration (MNSA) program.

NDCP President Rear Admiral (ret) Roberto Estioko said, “With the new library, our scholars will have more space for learning.”

The new library will feature audio-visual and reading sections as well as break out rooms for student discussions and other learning events.

“With the new library, students, NDCP alumni and researchers will be able to tap into the vast collection on defense and security around the world through online access to the libraries of counterpart institutions,” said Rear Admiral Estioko.

The new library building, with expanded space, is intended to house special collections of documents, thesis, books and journals on defense and security.  The current library is located in a room at the NDCP main building.

In his speech, Usec David noted that the DND was previously constrained from entering into student exchange agreements with other countries due to limited facilities such as student dormitory.

In other countries, host institutions provide accommodation for the visiting student and family.

With the construction of the new dormitory, Usec David said that the NDCP will be able to reciprocate the amenities and services accorded to Filipino exchange students abroad.

The new library and student dormitory are expected to be completed within the year.

The new facilities will enhance the conduct of the College’s main academic program—the MNSA Program.

The one-year MNSA program brings together military officers and civilian government officials, as well as leaders in the private sector and foreign military officers.

The allotted fund for the library is PhP 50 million while PhP 38 million is budgeted for the student dormitory.  Then DND Secretary Voltaire Gazmin approved the project by virtue of Memorandum dated 22 March 2016.
