PREVENTING, INTERDICTING AND INVESTIGATING ACTS OF TERRORISM TRAINING COURSE

The Emergency Management Institute of the Philippines (EMIP) of the National Defense College of the Philippines (NDCP), in collaboration with the Embassy of the United States of America in Manila and the Philippine Anti-Terrorism Task Force (ATTF), Office of the President, will conduct the Preventing, Interdicting and Investigating Acts of Terrorism Training Course on February 6 to April 7, 2006, at the NDCP Honor Hall, Academic Row, Camp Aguinaldo, Quezon City.
This nine-week course is designed to enhance the investigative skills of law enforcement officers. It is the first in a series of anti-terrorism investigative training courses to be conducted in the Philippines by the Anti-terrorism Assistance (ATA) Program of the Bureau of Diplomatic Security in support of the ATTF.
This comprehensive course includes instruction and practical exercises in trends in terrorism, crime scene management, informant development, case management, cyber terrorism, financial investigations, and police surveillance. Students will come from all "operational" organizations within the ATTF, contributing to interagency cooperation, coordination and information sharing among ATTF organizations.
Investigators from the Philippine National Police (PNP), National Bureau of Investigation (NBI), Bureau of Customs (BOC), Bureau of Immigration and Deportation (BID), and Anti-Money Laundering Council (AMLC) will be attending.
In addition, State Prosecutors and representatives from the Armed Forces of the Philippines (AFP) have been invited to strengthen their understanding of the investigative process that leads to successful prosecution of terrorist suspects. In one component of the course, investigating cyber terrorism, PNP and NBI officers will provide their expertise as part of the ATA instructor team.
This will be the first step in building a joint PNP-NBI cyber mobile training capability to increase awareness among Philippine law enforcement officers of cyber terrorism. In addition, an Indonesian police officer has been invited to understudy this joint Philippines-US training for possible application in Indonesia. |
