MNSA RC 41 Graduates presented their studies to the SSG

MNSA Regular Class 41 graduates who received the gold and silver medals for best thesis presented their studies to the Strategic Studies Group during its 14th meeting on 07 November 2006 held at the Honor Hall, NDCP in Camp Gen Emilio Aguinaldo, Quezon City.

Engr. Victor B Ubaldo MNSA, Chief Economic Development Specialist from the National Economic and Development Authority, and Mr Federico A Espiritu MNSA, Executive Vice President of QUEDANCOR, presented their studies entitled “Towards Improving Comprehensive Land Use Plans as Policy Instruments for the Prevention/Mitigation of Natural Disaster” and “Capability and Performance of QUEDANCOR’s Agri-Credit Programs in Internal Security Operations,” respectively.

Engr. Ubaldo’s study identified and described some factors that influence the utility of comprehensive land use plans as policy instruments in Disaster prevention/mitigation or risk reduction aspect of disaster management in selected municipalities in the province of Bulacan.

“One strategic option is to address the absence of a national policy on Disaster Management Policy provided in PD 1566 or through the passage of an integrated national land use policy,” Engr. Ubaldo said. “Extra efforts must also be made to convince members of the House of Representatives the urgency and need for such measure while determining and consolidating their ideas on the crafting of a national disaster management policy so that adjustments can be made on the proposed legislation,” he added. On the other hand, according to Mr Espiritu’s study, QUEDANCOR’s agri-credit programs can turn the Reds into partners for peace through livelihood provision, productivity, better income and economic advancement. The Philippines can imprint its unique legacy in the world by using agri-credit in fighting its 37-year old communist insurgency. The NDCP is the government’s key educational institution for training and research on defense and security.

The SSG is composed of eminent academics and retired military officers representing a wide range of expertise to significantly contribute to policy formulation in the DND. SSG fellows meet once every three weeks to present security issues, discuss current events and draft policy recommendations
