INVITATION FOR NOMINATIONS TO MNSA REGULAR CLASS 46, SY 2010-2011

The National Defense College of the Philippines (NDCP) is pleased to announce that it is now accepting nominations and applications to the Master in National Security Administration (MNSA) Course of qualified candidates from the military, civilian government departments, and prestigious institutions from the private sector.

QUALIFICATIONS FOR ADMISSION

To qualify for admission to the MNSA scholarship program, applicants must meet the following basic requirements before they go through a series of general admission tests (GAT), which include aptitude and psychological exams, essay writing, and panel interview.

1) For Uniformed Personnel in the Armed Forces of the Philippines (AFP), Philippine National Police (PNP), and Philippine Coast Guard (PCG).

• Must be a bachelor’s degree holder.
• Must be a General Staff Course (GSC) graduate or its equivalent course in the PNP and PCG.
• Must not be more than 51 years of age upon admission and with at least three (3) years of service remaining prior to compulsory retirement from the date of graduation.
• Must be nominated by the higher commanding officer or head of the unit.
• Must submit the following documents:

- Birth certificate as authenticated by the National Statistics Office (NSO)
- Summary of information
- Transcript(s) and Diploma(s)
- General order of present rank
- Endorsement letter from the unit
- Officer’s Evaluation Report
- Medical certificate from military or government hospital
- Security Clearance


2) For Civilian Government Personnel

• Must be a bachelor’s degree holder.
• Must be holding at least the position of Division Chief and/or its equivalent with salary grade 24.
• Must have at least ten (10) years of service in government.
• Must not be less than 35 years, and not more than 55 years of age upon admission.
• Must be nominated by the Secretary of the Department or the Head of Agency.
• Must submit the following documents:

- Birth certificate as authenticated by NSO
- Transcript(s) and Diploma(s)
- Latest appointment and service record
- Certificates of training and seminars
- Endorsement letter form head of agency
- Certificate of Commitment by agency to fund the foreign academic travel.
- Medical certificate from government hospital
- Barangay, Police, Mayor, NBI, and RTC clearances


3) For Private and Civilian Sector

• Must be a bachelor’s degree holder.
• Must not be less than 35 years, and not more than 55 years of age upon admission.
• Must hold a key or an executive position at the policy and decision-making level of either: (1) a vital and leading industry in the country; (2) a reputable non-government organization dedicated to social, economic, or cultural activities that impact on national policy formulation; or (3) a prestigious academic institution of higher learning.
• Must submit the following documents:

- Birth certificate as authenticated by NSO
- Transcript(s) original and Diploma(s)
- Certificate of Employment
- Endorsement letter from Head of organization or its Board
- Certificate of training and seminars
- Registration of the company or the organization from the Securities and Exchange Commission (SEC)
- Latest audited financial statement of company
- Medical Certificate from government hospital
- Barangay, Police, Mayor, NBI, and RTC clearances


4) For Military Officers from Allied countries

• Must be a bachelor’s degree holder.
• Must be at least Lieutenant Colonel or its equivalent rank.
• Must be nominated by his unit and Armed Forces through the Ambassador of the country.
• Must pass the test in English as a Foreign Language (TOEFL).
• Must be a graduate of Command and Staff College or its equivalent course.
• Must not be more than 51 years old upon admission.
• Must submit the following documents:

- Endorsement letter form the Armed Forces through the Embassy
- Transcript(s) and Diploma(s)
- Service record and brief description of current position


Applications and nominations must be submitted to the Office of the Registrar on or before 15 March 2010. The tentative schedule of the Graduate Admission Tests (GAT) for qualified and short listed applicants is on the following dates: March 15-16, April 15-16, May 13-14, and June 17-18, 2010. Those who qualify in the GAT are interviewed, screened, and selected by the Board of Admissions. The list of accepted nominees is endorsed by the Board to the President of the NDCP and by the latter to the Secretary of National Defense for approval.
