Per the directive of former SND Ermita, a Coordinating Committee to discuss and conceptualize the project was immediately constituted.

After the initial meeting last 12 July 2004 , it was agreed that three sub-committees be created with regard to the project, namely Concept Committee, Design and Physical Arrangement Committee and Finance Committee. Commo Agustin was tasked to be the Over-all Chairman

The members of the Concept Committee, after consultations with other members of their group, met last 16 August 2004 where the Concept Plan for the Memorial was finalized

19 Jan 2006 JUSMAG proposed that the project will be a RP-US joint effort

24 Feb 2006 DND-AFP Working Group Meeting to discuss immediate steps to complete of the

project

26 June 2006 Creation of the Army-Navy Memorial Project Steering Committee
