BRIGADIER GENERAL ARCHIMEDES H VIAJE AFP was born on 14 May 1963 in Isabela, Negros Occidental, Philippines. A model student and leader in his primary and secondary years in school, he graduated Valedictorian both from the Isabela West Elementary School in 1976, and from the Marian Academy in his hometown of Isabela, Negros Occidental in 1980. After two years in the La Salle College in Bacolod City, he entered the Philippine Military Academy and graduated as a member of the Sinagtala Class of 1986. Commissioned in the Philippine Navy upon graduation, he finished his junior billet aboard PS 74 (BRP Rizal), PG 104 (BRP Bagong Silang), and LT 87 (BRP Cotabato del Sur), and assumed various critical positions of responsibility ashore.
Responding to another noble call, he joined the Corps of Professors in 1998. He took the helm of the Command Guidance and Counselling Office of the Philippine Military Academy in 2004. After finishing his PhD in 2010, he assumed as Head of the Department of Social Sciences of the Academic Group, PMA. Immediately after, he served as the Chief of the Military Affairs Division and Chief of Staff of the President of the National Defense College of the Philippines until 2012, and as the Inspector General of the PMA from 2013 to 2014.
His exemplary academic achievements include completing three master’s degrees: a Master in Business Administration from Ateneo Graduate School of Business, Master of Science in Psychology from Saint Louis University in Baguio, and Master in National Security Administration from the National Defense College of the Philippines. In 2010, he finished his Doctor of Philosophy (PhD) in Psychology at the Ateneo De Manila University.
He is also a registered Psychologist and Career Executive Service Eligible (CESE).
He was appointed as the Dean, Corps of Professors, Armed Forces of the Philippines on 14 October 2014 and promoted to the rank of Brigadier General on 14 October 2015. Among his notable achievements as Dean of the Corps of Professors include increasing the Authorized Troops Strength of the COP to its highest ever in the history of the organization and spearheading efforts of the organizational transformation as the Office of the Dean, Corps of Professors achieved Proficiency Status in the AFP Transformation Roadmap Institutionalization Pathway. He also led benchmarking activities to further improve the services of the COP in various AFP units, conducted with foreign military educational institutions in Cambodia, South Korea, Japan, Vietnam, Australia, New Zealand, and Brunei. Additionally, he presented the best of the AFP military educators to the international academic community through the International Conference on Resilience, the planning and execution of which he led in cooperation with various agencies of the government. BGEN VIAJE also assured the future generations of COP members a home in the General Headquarters, AFP by working toward the construction and completion of the ODCOP Multi-purpose Building.
He is happily married to the former Maria Rowena Javier. They have two adult daughters, Elielle and Gail, a son-in-law, Armand, and grandchildren, named Lizzie and Dei.

Dr. Theresita V. Atienza is Vice President for Academic Affairs and Dean of the National Defense College of the Philippines (NDCP) where she has been tasked not only to oversee the Master in National Security Administration (MNSA) program but also to organize the crafting of a blueprint for its transformation to the Philippine Defense University System (PDUS).

She also briefly served as Senior Vice President and Dean of the Graduate School for Public and Development Management of the Development Academy of the Philippines. Dr. Atienza is a full Professor at the Polytechnic University of the Philippines where she also served as Dean of the College of Science. She was also Senior Lecturer at the University of the Philippines School of Labor and Industrial Relations (SOLAIR) and hosted the school’s radio program “Buhay Manggagawa (Worker’s Life)” over DZUP 1602am. Dr. Atienza has earned a degree in Medical Technology from the University of Santo Tomas, Master’s degree in Technology Management from the University of the Philippines and a doctorate degree in Educational Management.

In her capacity as adviser to an organization of women leaders, Women in National Develop and Security (WiNDS), Dr. Atienza participated in a workshop organized by the Asia Pacific Center for Strategic Studies (APCSS) on Inclusion of Women in the Security Sector.

Dr. Atienza is an Asian Public Intellectuals Fellow of the Nippon Foundation .She was the Philippine representative to the Regional Committee (RC) of the API Fellowships Program. As RC representative, she served as member of the regional project management team that was tasked to oversee the 1st regional project, “Community-based Initiatives Toward Human-Ecological Balance”. The project allowed her to conduct research in Khiriwong, Thailand; Batanes, Philippines; and Kali Code, Indonesia. She is likewise a Salzburg Global Fellow on “Optimizing Talent – Closing Educational and Social Mobility Gaps Worldwide”.

Dr. Mercado received her doctorate degree at the National Sun Yat-Sen University in Taiwan majoring in Mainland China Studies graduating as Summa Cum Laude with her dissertation published as a book entitled “Philippine-Taiwan Relations in a One China Policy: An analysis of the Changing Relational Pattern”.. She also gained her Masters in national Security Administration with the National Defense College of the Philippines as part of Regular Class 27 with her thesis entitled “Integrated Development for Mindanao: It’s Implications to National Security” used as a technical paper which helped in the forging of the 1996 Final Peace Agreement between the Government of the Republic of the Philippines and the Moro National Liberation Front. She has been working for the government for over 40 years holding various positions including representation to international bodies, most notably as one of the permanent representatives of the Philippines to the ASEAN Women for Peace Registry, a position held by only a handful of respected women with undeniable expertise in peace and development. She is also the first female Commodore in the Philippine Navy Reserve Forces and is the current Commander of the Naval Forces Reserve Eastern Visayas actively leading the unit during the 2013 Typhoon Yolanda Disaster Relief Operations and also led the unit in the reconstruction and rehabilitation of the typhoon-affected areas. She also was the Chairperson of the Government Implementing Panel of the GPH-MILF Peace Accords and was charged with the implementation of the normalization phase of the said agreement. Currently, she is a senior lecturer at the Ateneo de Manila University on Modern Chinese Economy and a thesis adviser of several students of the MNSA Regular Class 55.

Capt Ibarra is a member of the Master in National Security Administration (MNSA) program Regular Class 53. Prior to his appointment at NDCP, he was Assistant Chief of the AFP Systems Engineering Office. He was assigned to various positions at the AFP General Headquarters, Philippine Navy Headquarters, Naval Education Training and Doctrine Command (NETC), and the Philippine Coast Guard (PCG).

As part of his professional development, Capt Ibarra took various courses and training in United Kingdom, China, Australia, Japan, and France. He is a recipient of the Distinguished Service Star and military merit medals, among other citations. In 1998, he was awarded as “Instructor of the Year” at NETC.
