NDCP President RAdm Roberto Q Estioko AFP (Ret) PhD MNSA participated in the 2nd Wanshou Dialogue on Global Security held in Beijing, China from 2 to 3 July 2019.

The theme of this year’s dialogue is “Addressing Global Security Governance under New Circumstances”.
Organized by the Chinese People’s Association for Peace and Disarmament (CPAPD), the Dialogue is an exchange program for scholars from leading think tanks on peace and security. The CPAPD is a unit under the Central Committee of the Communist Party of China.
Rear Admiral Estioko delivered a presentation on ASEAN centrality and regional security. He expounded on how ASEAN provided leadership in multilateralism in the Indo-Asia-Pacific Region.
In his presentation, he said, “ASEAN provided some measure of stability amidst the uncertainties brought about by strategic shifts in the region”.
He also noted that ASEAN community-building involved not just the executive organs and official channels of diplomacy, but also parliamentarians, economic and business groups, think tanks, and non-government organizations, among many others. He underscored that ASEAN had a significant presence in many aspects of governance in Southeast Asia.
As part of the program, participants of the Dialogue discussed the Belt and Road Initiative (BRI). They also interacted with experts from the China Institute of Contemporary International Relations (CICIR).
The NDCP is the government’s highest center for education, training and research on national defense and security. As part of its activities under the International Defense and Security Engagement (IDSE), NDCP participates in international fora and discussions on regional issues.
